boilerplate: add inital Makefile with run & install targets

Add *Makefile* boilerplate useful for python projects.  All python tasks are
using a virtualenv from ./local/py3

$ make help
  run       - run developer instance
  install   - developer install (./local)
  uninstall - uninstall (./local)
